Keystone XL Returns to the Trade Debate, but Major Questions Remain
Share:

The Keystone XL pipeline has re-entered public discussion after President Donald Trump mentioned the project during comments about a possible U.S.-Canada trade agreement. The original project was canceled after a long regulatory and political dispute, and its future remains uncertain.

Reuters reported that the proposed concept would involve Canada paying for the pipeline, but the details of how a canceled project could proceed have not been established. The former developer, TC Energy, later separated its crude-pipeline business into South Bow, which is considering a different Prairie Connector proposal between Alberta and Wyoming and expects to decide in 2027 whether to proceed.

The issue matters because Canada sends more than 90% of its crude oil exports to the United States. Pipeline capacity can affect transportation costs, regional price differences and the ability of producers to move oil to refineries.

Investors should distinguish political statements from permits, financing, construction plans and binding commercial agreements. Any new route would face practical, regulatory and economic tests before it could affect oil flows.
